Dmytro Kondratenko Igorovych
Education: Kyiv Mohyla Academy, Master of Political Science; He ended postgraduate degree at the Institute of Political and Ethnic Studies named Kuraz of the National Academy of Sciences of Ukraine. Experience in the evaluation: National Consultant ofmonitoring and evaluation on the development of a monitoring system for migrants' post-migration situations, International Organization for Migration (2014-2017). In the project's boundaries trained for representatives of government agencies and public organizations for monitoring of post-readmission situations and reintegration of returning migrants.
Education: Master of Public Administration (2003, UADU, now NASA). My 20-year professional activity is related to the processes in the field of public administration and local self-government in such areas as: youth, social, economic, regulatory, political and community facilities. I have almost 5 years of service experience in local self-government bodies.
The experience of my expert-advisory work in various fields is related to cooperation with international projects supported by USAID, EU, SDC. Since 2007 I have been working in the Swiss-Ukrainian project DESPRO, currently holding an expert on public services and monitoring.
M & E projects and policies form a separate area of my professional interests. The M & E experience covers as ex ante (for example, NGO project proposals for city and regional project contests in Kherson, Kherson and Chernivtsi regions, community projects in DESPRO: 2000-05; 2007; 2007-present) and ex post (for example, Monitoring the project "Prosvita and mobilization of voters: ensuring equal playing conditions for all candidates during the 2004 presidential elections": 2004; Evaluation of the impact of CSI program CIVICUS project in Ukraine: 2009; Evaluation of quality of water supply services for consumers for DESPRO: 2012, 2016).

Artem Myroshnychenko is Director of Evaluations and Head of the Qualitative Methods Department of in the Kiev International Institute of Sociology, Director of the Center "Social Indicators" since 2006. He works in the field of Evaluation since 2003. In 2004 he graduated from National University of "Kyiv-Mohyla Academy” with his Master’s thesis devoted to “Evaluation of prevention programs". Since that time he specializes in operational research and Evaluation studies. He worked as a key researcher and evaluation consultant with such agencies as USAID, World Bank, European Commission, UNDP, WHO, UNICEF, MSI, AIDS-Alliance International, Internews Network, IREX, NDI, Foundation "Development of Ukraine" and others.
He participated in the Evaluation trainings and workshops of the World Bank, in particular, he successfully completed International Program for Development Evaluation Training (IPDET) at Carleton University, Canada, the World Bank training for trainers, USAID training on data quality audit etc.
In addition to his the practical research and evaluation work, he is teaching at the National University of "Kyiv-Mohyla Academy" and work as a trainer at the Higher School of Sociology, and National Academy of Public Administration under the President of Ukraine.
Ph.D. in Public Administration, Independent Consultant and Trainer in evaluation of programs and projects, co-founder of Ukrainian Evaluation Association, Member of International Program Evaluation Network, European Evaluation Society, American Evaluation Association, International Development Evaluation Association, UK Evaluation Society. In the framework of Local Government and Civil Service Reform Initiative fellowship, held internships in Poland and Slovakia and studied evaluation systems of EU Structural Funds (2010-2011); during the European Union Visitors Programme, she studied experience of evaluating programs and EU cooperation with Ukraine (2010). The graduate of Ukrainian School of Political Studies (2011) and the seminar "Responsible Leadership: Aspen-Ukraine" (2013). Iryna Kravchuk has 15 years of professional experience in the area of public administration, international projects, training, last six years devoted to the institutionalization of evaluation in the public sector, evaluation of programs and policies, evaluation training. Iryna Kravchuk worked at the Ministry of Justice of Ukraine, in the Secretariat of Cabinet of Ministers of Ukraine. She was Deputy Head of Department of European Integration of NAPA (2007) (on a voluntary basis). She defended the Ph.D. thesis in public administration “Public Administration Месhanisms of Adaptation of National Law to EU Law: Comparative Analyses”) (2006). The author of more than 50 publications on evaluation of public programs and policies, European integration, the approximation of Ukrainian Law to the EU law. She published the monograph “Evaluation of Public Programs and Policies” (2013). Starting from 2015 – Associate Professor of Department of Public Policy and Societal Development of NAPA. She defended post-doctoral thesis “Theoretical and methodological basis for evaluation of public policy in Ukraine” in May 2015 in NAPA.
Olga Schetinina is a Board Member of the Ukrainian Evaluation Association. She is a seasoned international development professional with over 20 years of experience in technical assistance projects, including more than 15 years servicing for USAID and US State Department-funded programs. Olga is a member of the International Evaluation Advisory Board with UNDP. She managed projects in Ukraine, Russia, Kazakhstan, and Croatia. She served as a Chief of Party for various projects including civil society development and advocacy, youth leadership enhancement, combating trafficking in people and other. In 2010-2014, she was a Director for the Analysis, Planning and Evaluation Department with Rinat Akhmetov Foundation in Ukraine. Ms. Schetinina advised the Foundation on monitoring and evaluation strategies related to public health control (TB&HIV/AIDS), cancer, orphanage, journalism, culture projects and more. As an independent consultant, she has evaluated projects across development fields and sectors including economic growth, decentralization, democracy and governance, public health and humanitarian assistance.
